That is from the New Jersey constitution. (It is also part of other Constitutions such as Hawai'is).
Doug Forrester, who ran for US senate recommended it be added to the US constitution.
If it works I'm in favor of it. However, I don't know what impact, if any, it has had in the states which used it.
Anyone know if New Jersey or Hawai'i have lower amounts of state pork spending than other states?
