How do we fix drug addiction once and for all?

Assume that you're the (benevolent, I hope) dictator.

I'm pretty sure the only way you can do that is by redefining the terms such that it cannot exist.

Otherwise humans crave pleasure, or at least a reprieve from misery and that sensation is addictive.

Okay. I'll restate.

How does a benevolent dictator progressively and continuously reduce the amount of misery?

Probably construct an economic system where people don't feel that money is worth more than they are?

UBI? Best economic guess I have. Reduces the draw of selling drugs. There is a baseline economic underpinning that supports people. Hopefully it would reduce the desire people had for trying drugs as well, but as that depends on human psychology, so that is a complete guess and would probably vary by individual. Hopefully the reduced economic pressure would benefit more people than the additional freedom would cause to stray. People need to feel they have fulfillment and worth outside of a check that provides minimum monthly subsistence. There are ways to provide that. Maybe UBI with strong community organizations that engage people and help them contribute to society even if it isn't in a employment setting.
