filibuster reform

Let me start immediately by saying that I absolutely do not support the end of the filibuster. But there's a problem when every piece of legislation can be blocked with a wave of the hand. I propose that we return to the speaking filibuster. You want to block stuff, you gotta get up there and read from the dictionary, or a cookbook, or just babble incoherently. Make it painful to do.
